International hydrogen projects – module 1

Hydrogen is a key element for a climate-neutral energy system and, in addition to domestic production, must also be imported. Therefore, the Federal Ministry for Economic Affairs and Climate Action (BMWK) together with the Federal Ministry of Education and Research (BMBF) have published an amended funding guideline for international projects for the construction of production plants for renewable hydrogen. The measure is intended to support the international market ramp-up in line with the National Hydrogen Strategy of the German government. It is also part of the import strategy for hydrogen and hydrogen derivatives and is designed to favor the development of import capacities to Germany and trade relations with potential exporters. German companies can receive investment cost funding of up to 30 million Euro to successfully place their technologies in this developing market and to further expand and secure Germany's leading position.

Funding information

Who can receive funding?

In Module 1, funding is available for companies that have their headquarters in the European Economic Area or Switzerland and a permanent establishment or branch in Germany. In addition, funding is available for research institutions and universities based in Germany.

What will be funded?

Within Module 1, the Federal Ministry of Economic Affairs and Climate Action (BMWK) particularly supports the construction of innovative pilot plants on an industrially relevant scale and their testing under different climatic conditions. Infrastructure for the storage and transportation of renewable hydrogen can be funded in connection with a funded production plant. Facilities for converting renewable hydrogen into derivatives such as methane, ammonia or methanol are also eligible for funding. The funded projects are intended to create planning security for future producers, suppliers, consumers and other investors and research stakeholders in Germany and abroad, in line with the updated National Hydrogen Strategy.

How is funding provided?

The funding guideline is intended to support international, interdisciplinary and innovative projects for the production of renewable hydrogen or its derivatives. The projects must be implemented outside the European Economic Area and Switzerland. The investments funded in Module 1 must be operated in accordance with their purpose (use obligation) for at least three years after they are put into operation (first use of a technology for its intended purpose). The applicant must prove that the project would not be economically viable without funding and supports the development of import structures.
